Long distance and upper tier speed feats define the speed of a character/attack (think, instances of bullet timing and fights where characters aren't seen to pull off Wesker esque shit in their fights)
Or would you be one to claim Agent Smith an Neo in the Matrix only fight at peak human speeds because we don't see any flashy camera effects
