Emil is Hunting Winter Soldier, they know of each others enhancements.

Winter Soldier seemed more skilled. The bionic arm isn't fair. Bucky's stats seemed similar to Rogers(whose superior to Blonky).

I'd say they had equal skill level, he did a pretty good job going one on one with Hulk until he got too ballzy.
