Shii-Cho isn't specifically weak against singular opponents, it's simply excellent at dealing with hordes of enemies. It's only real weakness is Form II: Makashi, which was created specifically to be it's perfect counter.
In single combat, assuming that Plo Koon is not a Makashi user, Fisto's Shii Cho would remain effective as a wild, unpredictable offense.

You need only look at Kento Marek's application of Form I. Shii-Cho to see how 'effective, wild and unpredictable' it can be against a duelist like Vader(granted-it IS Vader)
