Surfer to my knowledge doesnt breath, he doesnt have internal organs, his insides are pure cosmic energy, so a Force Choke wouldnt do anything to him, as if he doesnt breath, choking him is useless. Thor on the other hand is organic, he has lungs, he breathes, so a strong enough constriction on his throat should choke him out, just as it would with any other organic being.
