I've got them both on the same level, Bulq has more feats but his only real relevant one was his fight with Windu which I guess is solid.
Plo's holding back of Ventress indicates a tremendous amount of skill, and possibly enough power to block Bulq's defense.
I'm not sure, and can lean one way or the other
