Best leaders W/ a twist

We have done the best leaders in comics before, but everyone always names the heroes.

I'm asking who are the top leaders of the underworld? Who is the top of the bad guy leaders?

This might sound crazy but hear me out... The Leader! fear

There aren't that many good ones because of all of the super fails, but these guys get my vote.

Thanos
Lex Luthor
Sinestro
Magneto (When he's on the wrong side)
Apocalypse
Green Goblin

Kingpin.

red skull, old man logan story.

"Underworld" got me thinking of the actual underworld, and Neron was the first to pop into my head. Mephisto second.

Underworld Unleashed and Secret Wars 2 respectively.
