It's been a while since i'v watched watchmen but by being extremely fast are you referring to catching bullet scene ? Because there is a difference between catching a bullet like that and dodging bullets like Spiderman ! but anyway it seemed Winter soldier is almost as strong as Cap and cap is a lot stronger than Ozy based on his showings ! So I think Bucky wins 10/10
