Sabers: Imma give it to Scourge, barely. Scourge is a confirmed master of Ataru and Soresu, and he's got at least 1100 kills on his belt, plus a bunch of experience. Not only would he be an excellent duelist by this point, but physically he's gotten some enhancements and alot of pain tolerance (became numb to the immense pain of Vitiate's immortality ritual), he's physically stronger, and he has a personal shield generator. While Ulic is probably more technically skilled, Scourge's physical attributes grant him a slight edge here.
Force: Again Scourge, but barely. Ulic has blocked laserfire via force shield, choked out mooks, and has a kool amulet much like Kun's. Scourge as of Revan destroyed mooks with TK, and as of SWTOR he TK'd a dozen sith plus some imperial soldiers with seemingly negligible effort. Another thing to consider is that Ulic rarely seems to use the force in combat, while Scourge uses his TK along with his lightsaber in combat somewhat consistently. Scourge gets a slight edge here.
All-Out: Ultimately I believe that Scourge has slight advantages in both sabers and force. I vote Lord Scourge as the winner of this match.

He'd left his Jedi master (Vodo, who he was almost a match for even as a student, and Vodo was known as the best saber teacher in the Jedi), then learned under a Sith master, then killed the Sith master.
He was already about at the height of his power.
