1. Depends on what power means. Power could easily mean potential/ raw force powers. In which case Sidious said that Vader could easily be more powerful than he was, but his own mentality towards his injuries held him back.
2. You really want to cite the Conclave at Kessel? Were it not for Koffi stupidly killing one of his fellow Jedi and the other Jedi actually thinkin he surrendered and the 501st arrival he would have died.

1. Lucas says that Vader could've been twice as powerful but as a result of his injuries only reached 80%, so that sounds like realized power to me.

2. I admit the Kessel thing was a weak point and not a good argument for either side.

Give me the direct quote. That could easily mean his potential cut down from 200% of Sidious to 80%. And even if it is raw power that doesn't translate to mastery.

honestly in this scenario Vader would get utterly overwhelmed in a duel. He'd need to use his TK to gain an edge, which is a possibility.
