I have yet to see the full fight between Tholme and Bulq, so I'd have to get back to you.
There isn't really much to see, Tholme was on the defensive for the majority of the fight and then outsmarted Sora by creating a diversion and causing glass shards to blind Sora.
The second fight Tholme was once again dominated by Bulq though he was somewhat tired.
All in all I'm gonna give this to Qui gon jinn because he is a better fighter than Tholme, the only possible advantage Tholme has is that he is smarter than Qui gon but the margin is not insurmountable.
