I think it is Reeve's Superman.

Perhaps. May hinge on if he's taken out and by who and in what manner. I've a feeling they will massively under power him in order for him to be defeated.

Based on the end credits of DOFP Apocalypse is pretty damn powerful.

But definitely Manhattan

Not sure if Manhattan fits the "Superhero" concept, but him or Silver Surfer.

*Disintegrates people/objects/etc.
*Teleports himself and others across planetary distances.
*Can create clones of himself who retain his consciousness and power.
*Can reform himself from nothing.

The list goes on and on.....

He is. 131 He's just a hero who goes by survival of the fittest, so not everyone agrees with him.

Metro Man is up there.

I think that several characters are in the ballpark.

Phoenix, Dr. Manhattan, Silver Surfer, Superman, Thor.

Manhattan, by a landslide. No other movie superhero comes close.
