Prior to pulling his mask off he was holding his own against Koon and his men, and even managed to land a physical blow on Koon.

Another thing that I realized from looking at their fight is that Koon had to have been facing Savage for Savage to have grabbed his mask like that. Savage grabbed the right side of Koon's mask with his right arm, and if Koon was still facing away in the direction he was in the previous slide, that wouldn't have been possible since that side of Koon's mask would've been facing away from Savage.

Either way this at least puts him on Plo's level, which is still above over half of the members of the Jedi High Council.

I was counting Anakin when I said that. Considering that Anakin was not on the council at the time though I guess that makes Savage greater than 2/3 or 3/4 of the Council
