CIS is off, by default, in vs. threads. Only if the OP specifies the combatants fight in character would that apply to a vs. thread.
Even in character he doesn't toy with his victims in this manner. He wanted to get a confession and said he would end it as soon as he did. Since there is no plot or audience for him to entertain he doesn't toy with his victim. One can't apply the situational circumstances from this fight to a one on one versus thread fight. That is silly.
