Technically they're two completely different measurements. Light is a velocity. The speed of thought measures... concept? I'm not even sure what to call it. When fiction refers to the speed of thought they don't mean the biological speed of your brain functions. They mean the speed of concept. It takes light 8 minutes to reach the Earth from the Sun. Humans can think of the Sun from the Earth in a moment.
The above just means Storm would be able to go: "By the Goddess, these strangers look formidable. Best i take the brunt of the assault on myself, and save my teammates possible harm."
That whole thought process might take only a moment, but its really no different than anyone else with a weapon, in her case, lets say lightning, which she still has to summon, or a twister, which she has to create, deciding to use it.
No one's ever made the point that Punisher can shoot you in the face at the speed of thought. But he can. Does it all the time.
