Bacteria can create life asexually. Viruses are even smaller still but not alive as per the conventional definitions. Therefore bacteria are the weakest beings who can create life (solo).
And viruses are pretty much immortal. That is; if they can even be considered truly alive to be considered immortal.
Being extremely small doesn't mean that you can't be extremely powerful. Just ask any of the plagues/epidemics which have wiped out sizeable human populations in the past.
