Definitely. Since the President is going to make concerted steps towards human/mutant peace, he might need specific power to enforce his word. A specific group to contain terrorist mutant factions from spreading fear throughout the country and world. A group that allows him to fight fire with fire. Enter X-Factor!
Alex can be the leader and can have an uneasy reunion with his brother when they have to contain the Dark Phoenix. I mean Jean is coming back, and what better tension than having a brother itching to take down his sibling's girlfriend.
Probably not going to happen cuz you can't go from dead to alive to Phoenix to Dark Phoenix in one movie. That and I'm sure they've got their script already done. This is definitely X4 material. He could stop by the mansion for a visit to console his brother and tell him he's on his way to a new government job in D.C. (hint, hint)
wad da ya rekin?
I dont' have a specific person in mind. I don't think there are any really clear-cut action stars in the movies anymore (The Rock is on his way), so I think that it should be up to Singer to find someone rarely (if ever) seen before and make the next one. A decade ago you could pick and choose; there was Arnold, Stallone, Van Damme, Seagal (can't believe I said that but it's true) Lundgren, Swayze, Gibson. Now there aren't any.
Anyway these movies benefit when unfamiliar faces are in the parts we know because then we focus on the character rather than, the actor as the character. That's probably the reason Daredevil didn't do so well even though it was a decent movie; people couldn't get over Affleck being Daredevil. Then Affleck gets made and makes Gigli.
C'mon, that was funny!

That will be too graphic for a PG-13 rating. ❌
The same reason why there's no blood in Wolverine's claws when he killed dozens of soldiers in the mansion and also the same reason why pretty much all the cops are still alive and doing fine after Pyro torched them.
Yeah hopefully when they make the Wolverine Movie they'll make it rated R. PG-13 is fine for X-men, but I've always felt the Wolverine comic series needed the blood and gore to really get to the story about Wolverine. Kinda like the Punisher, making a Punisher movie rated PG-13 would go against who the Punisher is. (by the way what is the Punisher movie suppose to be rated?)
I have read much about an alleged cameo of gambit in x2 that allegedly got cut. If so, where in the sequence of the movie was this to appear. I have watched all the deleted scenes on the DVD and do not remember a gambit cameo. There is a deleted scene, however, of Jubilee in the museum briefly starting to use her powers, but then pulls them back when she notices a couple of girls watching her.
My version of X3 would include a quick battle between pyro and phoenix, with pyro trying to control phoenix through her flames and phoenix squashing him like an ant, or maybe this could be the reason behind the dark phoenix talk. I also wouldn't be shocked if Jugga makes an appearance as he would possibly be used to show the power of phoenix. 😈

I'm not sure it was filmed...it was to be used during Prof X attack on mutants.
Certain mutants were going to be showned with their powers going crazy...Gambit was 1 of them. He was playing cards in a casino.
