Well if he can't beat Goth, there's always Angela before the retcon. The reason that I said Violator, is because you can't really kill this guy. If you destroy his body, he can just come back. Anyways, I believe that the Spawn rogues are above the Batman rogues. Also, is Goth really a Batman rogue? I thought that he was more of a Teen Titans enemy.
