He doesn't have better weaponry. His laser pistol is laughable compared to the guns Joe used in the film.

His laser pistol took down a rather large beast in one shot. Also his Jet pack and Rocket launcher aren't exactly inferior. Also I don't think the loopers have ever done anything Jedi level.
