I know but the attack was too fast for Monarch as were all the other previous attacks. He kinda disregarded all who challenged him due to overconfidence. That is why he toyed with Prime. A detonation around a city block level or so iirc hurt Guardian amped Prime.
On the other hand we know that Prime's fist were at least stunning him and making some damage to a unknown extent.
Yeah it was city-level yet we don't know how powerful it was, remember it was a quantum energy explosion.
