Hor:
Thor's mind and powers in hulk's body. Gamma thor has miljnor and hulk's regeneration.

Grodd/human torch:
Grodd is in Jim Hammonds body. Grodd has all of his powers including his super speed. Grodd also has all of hammonds powers.

Superior venom/ Arkillo:
Superior venom's mind in Arkillo's body. Sinestro teaches him how to use it within the extra one month. Superior Arkillo has the venom symbiote on.

An argument can be made for Thanoseid to win almost every time but if we go by what has actually been done, Hor wins. The other two doesn't even matter.
