Hm, I'd say Even and Kam are low-council and mid-council level respectively.
Cin Drallig... given he has some hype, but his only combat showing is pretty much anti-hype, it's actually kinda hard to place him.
And as much as he's maligned, I do think Bandon is very likely mid-council level. He has a bunch of Jedi kills and some reasonable force powers, after all.
