Yeah, Superman and Infinity Man couldn't do anything when Darkseid trapped them. And Darkseid one-shot disintegrated Agog, I think he's at least Shaggy Man level. Punisher wouldn't get a chance to actually do anything.

I never said it was impossible for Darkseid to be killed with extenuating circumstances. I'm not seeing him being killed by a B-Lister at best(in Shaggy Man's body or not) in HIS domain with what little the government could get.

Punisher gets this whole plot in his favor, So he could kill Darkseid, let me put it this way so you can understand the concept
Punisher could not kill Darkseid under normal circumstances. under extenuating circumstances is different, Punisher is having things on his favor to accomplish what under normal circumstance will be impossible, you could understand this concept unless you a dense simpleton, who thinks there is no way in hell that a B list character can't kill a New God with extenuating circumstances.
