I have conceded many times, mostly in the comic vs forum though.

Anyone with common sense knows that Ozy's speed and reflexes (honed in his fighting skill) played a huge roll in him being able to catch that bullet. Cap's attacks would be far slower than that bullet, making it basically impossible to tag Ozy.

Since when was Cap a slouch on speed? Even if he’s a bit slower than Ozy he makes up for it in strength and durability and fighting prowess

If someone can catch a bullet midair then they have speed and reflexes far beyond a human. That means Cap (who moves at human speed) will not have a prayer of tagging Ozy.
