why couldn't magneto manipulate a piece of the bridge to scoop up water from the bay...and then fling it at him.

electro has no defense against this. magneto can do this quickly while defending himself.

then while electro is stunned magneto is already manipulating a piece of metal to wrap electro up and dunk him in the water.
