I think Lumiya has a reasonable shot, Ulic has no idea how to deal with a whip and Lumiya's fight with Luke is a better dueling feat than stalemating Exar Kun in my opinion.
Neither of them have particularly good force abilities, and speed are about even for both characters. But I think Lumiya's illusions and whip are too perks Ulic doesn't have much of a hope to beat.
