Metro Man.

Time literally stopped for him. He spent several hours just f*cking around and went through a pile of books. He could even pluck things out of the air, and put them back and they would cease to move once he left them alone.

He did all of this, and when he finally came back and switched the skeleton for himself, less than a second had passed.

MM.

QS's speed was nothing to MM's. That was insane.

He's probably more or less the fastest character in movies. I can't think of any faster (Unless you'd count teleportation I guess).
