I've always felt each of the "big three" horror franchises simply excelled in different areas. Assuming they are at their best: Silent Hill has the best storytelling, Resident Evil has the best gameplay, and Fatal Frame is undoubtedly the scariest.
Although, SH has always scared me more than Crimson Butterfly, to be honest. The concept of ghosts has never been as scary to me as hellish creatures created from your mind.

Also, Scarlet. Say what you want about homecoming, but it's monster designs were terrific.
Although, CB did make you feel more helpless. They are close as hell, but SH wins out by a small margin for me.

It's possible. Doesn't Kojima own the Fox Engine that runs Silent Hills so when he leaves, Konami isn't allowed to use it without the creator's permission? Should that be the case, I wonder who the fans will be more upset with should Kojima take the opportunity for a moment of vengeance. That'd be hilarious.
