As ludicrously fast as Metro Man is, he can't do anything to hurt Hulk and would do more damage to himself than Hulk.

He's in a high enough strength class iirc that he could definitely hurt Hulk. And at the speed he'd be hitting him, he'd only do more damage.

This is comics Hulk, I was assuming. This being in all versus and all.

Well depends on which comic Hulk this is. Standard Metro Man could definitely hurt, and as I said with his speed not only do more damage, but do lots of damage before he has time to ramp up. If it's the one who punched through time and shit, Metro Man eventually gets tagged.
