They both have the same amount in resources, to make the best armor, and weapons to mount on them to the best of their abilities.

Scenario - Both get 4 months prep.

Stark, he improves in ways Forge wont think of.

Forge can understand any mechanical device and create anything mechanical he can think of. He can see"Mechanical Energy" and understand the capabilities and function of certain devices. So if he can think of a function to be done by a machine he's able to build it.

The point is, the words "think of". Tony's the better inventor, despite Forge's mutant power.
