In 4.0 we know that Arcann sees Nox as the strongest Sith in the galaxy. Valkorion himself deems her more powerful than anyone else. Nox despite witnessing Marr's demise deemed herself impossible for Valkorion to kill. She is even vapable of using her prowess to sustain Darth Marr's life beyond death.Yes I would most certainly place Nox above Vader, given that before her prime she was destroying a roughly Jerec/Cronal tier Sith Lord.
Exar Kun was stated to make Kyp seem feeble in comparison to his own powers. Kyp by this point had his potential fulfilled by Exar Kun and his forced application of the Dark Side was too much power for even Luke Skywalker to contend with. An application which was considered to be Vader tier if not 'even worse' by Luke himself. Noting that this Exar Kun despite his advantages could only use some of his power, not his full might.
His being comparable in Luke's eyes to Palpatine himself is certainly justified by that measuring stick.

Of course people can change. Your problem is that your circumstances haven't. The same facts I used to compel you to submit are still in effect. And FS and Sinious handed me another cheap avenue to total victory on the same issue in two separate threads, quite recently.
