Here's my list with a description on why the respective Sith are on there, also several of the Sith will share certain numbers as well:
1.Sidious (Stated by sources to be the most powerful Sith of all time, mastered all techniques from the Jedi/Sith and other force groups from a million worlds, his force storm is said to be able to destroy Planets and even all of space if he let it out of control. Was capable of doing life-draining planets but his was on a more controlled state, using this he was capable of turning Byss into the Galaxies most powerful dark-side nexus. What he did was nearly drain the planet, but instead of out-right killing them he let the planet and its in inhabitants live and strengthened them with his own dark-side energies until they where fully powered again except now had more force energies to take that were more potent in the Dark-side and continued to do this to Byss until it became the Galaxies strongest Nexus, which connected him and he himself reached a level of power beyond any Sith, his ultimate plan was to do this to the whole Galaxy and turn it into a Dark-side nexus that will feed his power and essentially become "Omnipresent" through it, and then spread to other Galaxies.)
2.Vitiate (Stated to be the Dark Side’s greatest master during his era, mastered the majority of Sith techniques and practiced them over 1,300 years, killed his Sith Lord father when he was 10, conquered his home-planet when he was 13 and was announced a Sith Lord by Marka Ragnos himself. He used a ritual that completely life-drained his home planet until it was a void in the force, strengthening him. He could also life-drain planets without needing rituals after, was planning to life-drain the Galaxy with a much bigger ritual.)
3.Plagueis (Stated to be the most powerful Dark Lord of the Sith, was a dark-side nexus, his death released a tremor that shook Coruscant to its core, mastered the art of Midichlorian Manipulation,)
4.Nihilus (Wound in the Dark Side, capable of annihilating life on planets by absorbing their force energies with a whisper, also killed an entire species of force sensitives and an entire Jedi Enclave on their home-planet. capable of ripping an entire fleet of ships from Malachor V’s Shadow generator's intense Gravity and even power the ships to be fully functional.)
5.Tulak Hord/Darth Caedus (Hord Killed thousands of Jedi and absorbed their life-energies, ripped a ship the size of the Endar Spire from the sky, was said by Traya to be unrivaled in Lightsaber mastery even 1000 years after his time during the events of KOTOR 2, Caedus was capable of outrunning blasterfire, tank turbolaser weaponry, throw around Frigates, defeat the Jedi masters of Luke’s order such as Katarn, and even wounded Luke Skywalker.)
6.Vader/Krayt/Malgus (Vader is stated to have 80% of Sidious’s power, was capable of destroying material that scientists said was unbreakable, killed an entire group of Jedi mostly made up of Masters, mastered all forms of Saber combat, capable of destroying cathedrals and building sized Battle droids casually, break through a fortress that can withstand orbital bombardment. Krayt is capable of breaking through Cade Skywalkers defenses which were strong enough to block a bomb that destroyed a fortress, was fast enough to slaughter Imperial Knights casually, defeated Wyrlokk the third who was capable of defeating the ancient Sith lord Andeddu. Malgus slaughtered Jedi masters, tanked missiles, survived and became stronger from being pushed into part of a cliff that fell on him, and was still capable of killing two Jedi knights after getting up from it, destroyed fighters with a force scream, was capable of being on the Dark Council.)
7.Bane/Zannah/Dooku (Bane killed Drexl’s with his Lightning, killed Raksta Lu, and his lightning for the first time lighted up a huge hallway, was the Sith'ari, was strong enough to wear Orbalisk armor and survive, became stronger than Freedon Nadd after learning his holocron. Zannah was able to defeat him and is capable of summoning Dark-Side tendrils that can vaporize most things even materials such as Durasteel. Dooku was considered to be one of the strongest Jedi in the Order’s history and became stronger as a Sith, master of Makashi and capable of defeating Sora Bulq, master of Vapaad.)
8.Exar Kun/Darth Maul (Kun is capable of unleashing Dark Side energy blasts that killed a Sith Wrymm and destroyed walls of the Massassi Temples, killed Vodo Siosk Baas, destroyed Freedon nadd’s spirit, created the double bladed Lightsaber, surpassed King Ommin. Maul was capable of lifting and pushing Space-craft, destroyed military barracks with his screams, mastered the double bladed Lightsaber, and killed 3 Jedi Masters who were council level.)
9.Freedon Nadd (Killed Naga Sadow, learned all the Jedi/Sith techniques, killed the most Jedi during his era using a Dark Side enhanced blaster, conquered Onderon and left a Sith Dynasty.)
10.Marka Ragnos/Naga Sadow (Ragnos during his era was called the most powerful of the most powerful, his staff is capable of force-draining and using it to shatter stone, still respected by many Sith and ruled the Sith empire for 100 years, and would have been a threat if resurrected against Luke’s new order. Naga Sadow was his successor, a master of Sith Sorcery, capable of making illusion armies real and can cause stars to go nova, however do note that the last 2 are with his ship, and his spirit is strong enough to last for thousands of years and possess a Jedi master during TOR that gave another esteemed Master a fight and was considered to be a threat by Vitiate however what kind of threat is not known.)

If you're including Anakin, Jacen, and Revan in that estimation--Shouldn't you also be inclusive of Dooku? He's a very often forgotten Jedi on these types of things.
(Just realized, DE Luke might be an interesting choice to put on a Sith list as well...)
Also--I think Kyp Durron should be considered for inclusion, I know there are more but I can't think of any right now. Also, Barsen>Anakin is messin' with me brah.
So what do people think of my list anyways? Also I'm wondering were to put The Jedi Exiles such as Ajunta Pall and the Dread masters on my list, for some reason I feel the Dread Masters could possibly be Hord/Caedus level IMO or quite possibly Nihilus level since they have the power to affect fleets as well and individually are monsters too. As for the Jedi Exiles we have Karness Muur capable of amp'ing people like Celeste Morne to be able to fight off Vader and Krayt, and Vader theorized he could kill Sidious with it although I feel that's unlikely considering the lore behind Sidious.

The sharing of power thing makes the DMs hard to place.
And the Hands, no. They seem to be the 'behind the scenes shadow types who direct the Wraith and similar,' rather than being direct combatants.
For TOR Hands. For Sidious's Hands... well, none of them were top ten level, and not top contenders in general, of course. Darth Krayt's Hands were fairly strong, but more the equivalent of his council-warrior types.
