We really don't know what it takes to defeat "Galactus", sure a large explosion (visually we can assume it is considerable), but not measurable. Manhattan has walked on the surface of the Sun - that is literally tanking millions (understatement?) of nuclear explosions - with no effect.
He is basically indestructible since he can reform himself from subatomic particles.

They both have tachyon weaknesses. But Surfer becomes completely powerless, while it only cloud's Manhattan's clairvoyance.

Really depends on your point of view. I can say complete control over matter is far above anything Surfer has done.
Surfer actually had to "fight" the military and the FF. Manhattan would've destroyed them all with a single gesture.
