KMC, your mission is to stop Silver Surfer.
Mission 1: Pick 3 heralds that can get a simple majority over Surfer.
Mission 2: Pick 5 heralds that can beat Norrin 9 out of 10.
Mission 3: Pick 3 trans that can beat Surfer 7 out of 10.
Mission 4: Pick 6 trans that can beat Surfer 10 out of 10.
NO CIS/PIS for Surfer!

#2 is likely impossible. The High Herald tier, originally at least, is notable for being one of only two tiers whose upper limit was defined by a character (the other was Trans. with Odin). We used to use Surfer as a yardstick...if they were more powerful than him, they were Trans. A few that occupy the limits of the tier (Thor, Kal, etc.) are the only potential picks, but I doubt there are 5 of them. Anyone claiming otherwise is likely erroneously dipping into Trans. to bolster their number.
#1 is possible only depending on your opinion. I could say Thor, Superman, Strange, but there are those who would disagree with me on all three. For many, Norrin is THE top herald.
#s 3 and 4 are easy, though. There are only a few in Trans. that Surfer should ever be able to beat, let alone with any regularity. The only trick with #4 would be in taking care to pick the more powerful Trans. characters, so as not to allow the possibility of Surfer taking 1/10.

You're asking for way too many characters that do well against Silver Surfer, or even beat him, especially considering how powerful and versatile the Silver Surfer really is.

2. Thor (mainly because of SS's morals and Thor's great track record against him)

There shouldn't be any herald capable of beating the Silver Surfer 9 out of 10 times.
The only one that comes to my mind are specific versions of X-Man, but when it comes to him it sometimes looks like he is above high heralds.
Martian Manhunter could be another high herald, who could take out Silver Surfer 9 out of 10 times via telepathy, if we assume that his telepathy stands above Silver Surfer's resistances and his ability to enter the Astral Plane.

2. Dr. Strange (when he is serious about his approach)
