Mother Russia. Both are big tanks with a lot of durability, but Mother Russia actually also displayed speed and skill, where the Russian fought like a brawler. Also, Mother Russia displays striking power, in a few instances, that put her in Super Soldier strength class, like when she gives Hit-Girl a straight kick that sends her flying several meters backwards, into a bar counter, during their final fight.

MR was strong enough to rip a car door off the its hinges with ease, can't recall The Russian displaying a similar feat.

Mother Russia has the Skills to put down the brawler.

Not based on their feats. Mother Russia has strength feats that put her at peak human or above.

Mother Russia was the only good thing about that crappy ass movie. She wins, as Rob said, her car door feat outdoes anything Russian did in strength, although ripping a toilet out of the wall after being stabbed is rather uber, so it may be closer than it seems, but MR 8/10.

Well, compared to other super-hero movies of that same year, KA2 was one of the best ones(seriously, Iron-Man 3 and Thor 2 sucked). But I understand people who don't like them. After all, the KA movies are not for everyone(being a kind of deconstruction of super-hero tropes and being more realistic than them).
