Probably DC Russia - On top my head they have the Rocket Red Brigade basically a bunch of IM lite, Steel Wolf basically 1938 Superman pwr lvl, Blue & Red Trinity basically Flash lite they can run around Mach 1, People Heroes can't remember their powers they roughly equivalent to the Outsiders in pwr lvl, Red Star who once fought the Teen Titans to a standstill basically a more powerful version of Sunspot. Proleteriat similar to Steel Wolf in pwr lvl, Pozhar basically someone with the combine powers of Sunfire & Magma with Spiderman + lvl STR, Soyuz roughly eqivalent to the original 5 X-men in power lvl when they reformed after Jean grey came back from the dead.
