Weakest character who can clean out Gotham?

Just like the title says,

Your character inherits all of Bruce's gear, data and capital but loses all their own minus standard equipment. Effectively they are ported to the Bat Cave.

1.) Within a year?
2) within a couple months?
3.) Within 24 hours?

Current versions of all characters.
go.

Also all characters in character
(Should be a duh, but I'm sure it will be an issue)

Hawkman
Black Widow

Punisher within a year

Hawkeye within a year
Punisher in a couple of months
24 hours? Nothing's popping out at me.

Batman within two months if he goes more maniac.

😑

1.) Within a year? Nightwing was well on his way to doing it after Battle for the Cowl
2) within a couple months? Bane already did it without Bruce's data or capital
3.) Within 24 hours? current Black Panther maybe if he is focused only on gotham right from the start and the Gotham Police doesn't get in his way. Wakanda is probably about the size of Gotham and they are pretty close to crime free.
