If everyones fights in character this scenario is total spite in favor of Norrin Radd. Surfer has consistently (even though it becomes arguable) within the boundary conditions of the top (three) high heralds with Superman and Flash. All three of those each have feats that transcend their tier. Four or more Surfers should be enough.
