Nul never did anything Hulk wasn't already capable of, and was even more reckless than Savage Hulk was due to mind control. Was he amped on paper? Yes, but he didn't prove it through feats.

Basically Nul was an amp Hulk because Serpent's power was
Stacked on top of his Without Banner control. Nul broke adamantium and crushed enchanted Uru. No Hulk except WBH is capable of that.

Also gets worse if you believe that Gray Hulk broke that asteroid that was 2x Earth on pure strength. As that's kinda WBH's main act.
Savage has also destroyed dimensions etc. But we all acknowledge WBH as being > WWH > Savage.

How has Savage Hulk handled Uru and Adamantium?
Compare those instances to Nul.
