Hmm, hard to say. We know for sure that SSJ2 Goku's power surpassed that of Cell-era Gohan(and by proxy: SPCell.) However, SSJ2 Vegeta needed the Majin amp to put him on par with SSJ2 Goku--implying that he[Vegeta] was either equal to Cell-era Gohan, or perhaps even slightly less powerful. This is important because SPCell was, in all likelihood, no less than equal to SSJ2 Gohan.
ie. SSJ2 Goku~SSJ2 Majin Vegeta>SSJ2 Gohan(Cell-era)~SPCell~/>SSJ2 Vegeta.

Vegeta himself states that Goku had far surpassed his own power, and 'left him in the dust.' He needed the Majin amp in order to bridge that gap in power:

And when Vegeta noted that SSJ2 Goku had surpassed Cell-era Gohan, he didn't imply that the difference between them was vast, as Z fighters tend to do when the difference between characters actually IS vast. He simply stated: "Impressive. You're stronger than Gohan was when he fought Cell.":

...To me, this implies that SSJ2 Goku and Cell-era Gohan's powers were probably in the same ballpark, but Goku was still more powerful.
If true, then SSJ2 Vegeta likely would have been a little weaker than Cell-era Gohan/SPCell without the amp--which subsequently means he'd probably lose here. Like I said, though: it's hard/impossible to know for sure. /shrug

Vegeta. Gohan hasn't had a good fight with someone stronger or equal to him. Vegeta does that for the entire series. His technique and battle sense is clearly superior.
Gohan was able to have a good fight with Frieza for awhile. His issue was he would explode with rage(and power) and fight well for a while but would calm down after the initial scuffle and would lose his "will" to fight.
That or he would explode and thowmp people like Cell and Bojack.
