In direct combat, there are others that may challenge him perhaps but in overall telepathy mastery, he should top the list.

If you mean that overall powers should suggest their supremacy here, I respectfully disagree but what exactly has the Ones of Mortis achieved with telepathy that would top Vitiate's mind domination skills? I'm aware of most of their accomplishments both in ancient times and during TCW but maybe there is something I've missed. Do tell.
About Abeltoh, she is surely a dominating figure but Vitiate's specialized in this area as he created an entire cult %100 loyal to him due to his telepathic influence on them. Even most of the Vitiate haters support the idea that him staying in charge for so long is due to his telepathic control over dozens of people simultaneously.
Vitiate's accomplishments with TP seem to be more sophisticated and consistent.
