It's more like he rises in power throughout his series. End-of-comic Cade and mid-comic Cade are two different levels, and early Cade varied a lot in how well he did because he was rusty and only able to pull out full power some of the time.

Well that goes without saying, and even then post-Dragon Cade is already similar to EoS Cade in terms of prowess.

Yea. He does get one last upgrade when he goes lightside, plus some more experience under his belt, but he's probably at 85% of EoS Cade by the end of Claws of the Dragon.
