Luke. It's not a stomp either way.. but while Luke was noted as being a challenge for Vader at this point, Kenobi was "no match" for Maul even while he was amped. Vader and Maul are more or less equals in skill so Luke and Kenobi's respective fights against them is all you need to look at to realize who is more skilled at this point.

Oh come on, you're not honestly going to tell me Vader took ESB Luke seriously as well? He floors him in their very first Saber lock, proving he can literally Saber blitz him any time. He was just testing him.

Kenobi performed far far far far better against Maul, given that Maul was trying to kill Kenobi, and wasn't messing around.

Amped TPM Kenobi stomps that's for sure.

I am going with TPM Kenobi, Qui-Gon said that he was ready for being a Jedi Knight.

Obi-Wan takes this. He is seriously underrated. But even as an Initiate he had very honed Precognitive senses and his lightsaber skills are also impressive. All in all he's more well trained than Luke.

I'm not sure.
