When Talzin possessed Dooku and fought Sidious right afterwards, Sidious commented that she lacked skills of Dooku. This development further convinced me that possessed hosts are like empty vessels.

This seems to give the impression that Sel-Makor may have momentarily sensed the power of Emperor during his attempt to fully possess the host in question and made this remark while doing so. However, I don't think that Sel-Makor actually wielded Emperor's power after the possession, it seems illogical for possession dynamic even in Star Wars.
