Although he didn't directly challenge Sidious. He wasn't stupid. Sidious just saw he was amassing too much power and decided to take him out.

I think he was definitely trying to get Sidious's intention. Probably trying to impress him, in hopes of joining him again (like he said). But where he was being deceitful to Sidious was that he keeping his options open, and using his power base to challenge Sidious if he rejected Maul.
Darth Maul has always prized his dueling skills over his Force powers. If you want to know why he isn't as strong as he could be, it is because he devoted most of his time to learning martial arts and that left his Force powers relatively undeveloped.
If Maul was a Force wielder before a martial artist he would be extremely powerful. But alas, potential squandered IMO
