I'd have to imagine it would be someone with raw power that isn't hulk level who also isn't a fighter you would compare as being on par with Cap.

Rhino was the first to come to mind, any slow blaster is a good pick as well.

Bullseye is actually a good choice. Also Hawkeye.

Cap isn't taking 10/10 from Cyclops, shield or no shield.

Cap isn't taking 3/10 against a guy that can punk Wolverine consistently.

i imagine people with range attacks kill him without his shield.

Couldnt Cyclops kill Cap by just pounding his shield with kinetic energy, the kinetic force would just shatter caps arms that are holding the shield? Or does the shield dispel all kinetic force, because that force has to be going somewhere if the shield is diverting it.

Alternatively couldn't cyclops just blast the ground out from under Cap?
