Yes u might want to make it out of paper mache first to get the shape u want using only a news print kind of paper. Keep the head light and use a wall paper glue, the paper should be brown stock and then use kleenex over it..then a cast fabric used for broken arms and such..::.use a light fabric matching the one from the image of the bear. Use felt for the inside of the mouth..I would make the ears, nose, teeth, hat in parts add them later. I would first buy a head mold first to use it as a support for the head..Goodluck
