Goku had an emotional problem and couldn't complete the full transformation, afterwards he transformed into a Giant sized wolf-gorilla man and had to resort to hiding behind a mask for over half his life until he meets a village elder who takes his power to the next level.

King Kai explicitly states that Goku became a "Super Saiyan" @ 1:20 of your clip--this also holds true in the [most] canon Jap-dub. Question answered. 🙂

Srsly, though: Goku reverted back to his base level right after that clip ends, and wasn't able to assume the form again. My opinion: he was channeling legit SSJ-level power, but wasn't able to sustain it for very long. In other words: it was more akin to a momentary power-up, than an actual transformation.
