Deliberately giving Quinlan Vos the latest military quotes, they allowed him to return to his undercover life as information broker. Days later, the Jedi Council sent jedi Master Agen Kolar to capture Quinlan, telling the Zabrak that Vos had stolen the codes. Lol elaborate? There's nothing to elaborate. The council fully trusted Vos, they sent an unknowing Kolar to fight him. Vos, given this new info from the New Essential Chronology, wouldn't have fought at his best or try to kill Kolar. That's it .
That's literally all of the text from The New Essential Chronology bruh
The entire Council wasn't in on the plan for Vos to infiltrate the Sith; it was a select few including Windu, Tholme and just a couple others. There's no confirmation that Kolar being evaded by Vos was always a part of the plan or that Vos was holding back against him/could have prevented himself from being stomped. The only plan was that Vos was to be implicated with faulty intelligence, and when the Jedi come after him, he escapes. You're grasping at straws.

If the author had wanted to say small group he would have, but instead it's Jedi Council. Not "a select few" not "only a handful." It's Jedi Council. End of story.
No, they willingly gave Vos the info and then sent kolar after him to create the illusion of Vos going rogue. Using simple logic. You can just see that since Vos is still a Jedi agent and how he is trusted by the Council, he would obviously not dare to kill someone like Kolar. It's just that simple 😬
