In Shanghai, Jack stomps.

Im leaning on Jack to throw him to orbit with his city armor for bfr. Or keep him pinned in a mountain of rubble.

Juggs unless Jack goes for BFR

He'd need to get a bit esoteric, but Jack should win. If they just pound at each other, it's a stalemate. But Jack could merge him with millions of tons of concrete, essentially pulling Spidey's trick. That would be an incapacitation win.

If we need to take it further, he could phase the helmet off him. And while I've never seen Jack use his telepathy in cities offensively, his connection with cities is conceptual. So it's within reason to suggest he could flood Juggs with enough mental stress to KO him.

It's not a locktight argument. But there's no way Juggernaut beats Jack in Shanghai, so it's either a stalemate or a Jack win.

Jack would win this, assuredly.
