By that theory Yoda should have been a Force god. Clearly all characters reach a peak level at some point, and would only then improve by learning new Force knowledge or whatever.
Therefore improvements have to be either stated or shown in some capacity.
Chances are looking at how Sidious was physically at that point, it's unlikely he'd be as good as his ROTS self in Sabers.

Isn't there something in the either Rise of Darth Vader or one of those Luceno novels suggesting he and the Dark Side as a whole got more powerful as the Great Purge went on?
I'm fairly certain it's stated about both of them now I think about it.
Oh and didn't Labyrinth of Evil or RotS say that Yoda lost his edge slightly in physical matters but had never been stronger in the Force?

Depends what he learned though.
If he was learning how to create a force storm for instance, that would only help him in combat once he can actually do that.
Maybe he was learning essence transfer, but again that wouldn't aid him in a Saber fight.
So unless he's specifically stated to have become "more powerful" than he was, I see no reason to think he could match his ROTS Counterpart in combat. But that's just me.
As of RotJ Sidious has devoted vast amounts of time to studying the dark side of the force. He sought to become immortal, (in the new canon at least) how to bend reality, performed many dark and twisted experiments on Byss, accumulated vast amounts of force knowledge, and more besides.
So I'd assume Sidious powers have increased by a rather large amount.
As for sabers, impossible to tell.
